The college level exchange program only accepts students who are nominated by our partner institutions. Please contact the coordinator for nomination prodedure.

Nominations for both Fall 2023 and Spring 2024 can be accepted in this period.
(If the exchange students for Spring 2024 haven't been sure yet, please also note that the nomination deadline for Spring 2024 is October 6, 2023.)

MATTERS NEEDING ATTENTION:

1. The credits requirement for exchange students is 4 (as written in our agreement) to 8 law credits. If your student(s) require more than 8 credits, please indicate in the nomination form in advance. Please only ask for more than 8 credits when it is a graduation/exchange requirement. Note that the approval of the 9th credit or above is subject to the courses' availability and must fulfill NTU academic policies.

2. Courses are distributed by a random lot drawing process (not conducted on a first-come-first-enroll basis), so the result can NOT be guaranteed. Hence, we encourage nominated students to have a flexible course plan to avoid any disappointment.

3. Since students may be unable to register for all the preferred courses they select, it is strongly advised that to avoid the possible risk of graduation, nominated students should NOT be completing their final term of studies when they exchange at NTU.

4. All courses will be conducted physically on campus in principle. And all students are required to sit for the final examinations scheduled by NTU. Request for rescheduling the exams will NOT be allowed.

Nominated students would have to submit their application before the deadline.

Each year, NTU Law welcomes many international students from our partner institutions who embark as exchange students on our academic programs. 

Fall Semester Exchange: Early September to late December ;

Spring Semester Exchange: mid-late February to mid June.

Program Overview

The Dual Degree Program offers a unique opportunity for students to enhance their language proficiency, academic credentials, and cross-cultural awareness. By recognizing academic credits from National Taiwan University (NTU) and a partner university abroad, students have the chance to earn degrees from both institutions, significantly boosting their competitiveness in the global job market.

As for college-level dual degree programs, after successfully completing at least one year of study at NTU College of Law, students have the option to study abroad at a partner university to fulfill the required years of study and credit-hour requirements at both institutions. Upon meeting the graduation criteria, students will be eligible to obtain degrees from both universities.

Guidelines for Applying for Dual Degree Programs at Partner Institutions

Who Can Apply?

To be eligible to apply, candidates must meet the following criteria:

-Enrolled as a graduate student at NTU College of Law for at least one year (including), unless otherwise specified in agreements with partner universities.
-Must provide proof of language proficiency as required by each participating university

Candidates who meet any of the following conditions are not eligible to apply:

-Enrolled as a student in the Extension Bachelor's Program or the Part-time Professional Master's Program.
-Previously participated in a dual-degree program offered by NTU, NTU College of Law, or an NTU department/center within the same educational level.
-Were formally recommended by NTU, NTU College of Law, or an NTU department/center for participation in a dual-degree program but voluntarily withdrew from the program.

How to Apply

Step 1: Application Submission

To commence the application process, kindly submit the following documents and make a cash payment of 500 NTD at the College International Office service counter located on the 6th floor of the Tsai Lecture Hall. Office hours are from 9:00 to 12:00 and 13:00 to 17:00 on weekdays, prior to the application deadline specified for each dual degree program (please refer to the Appendix).

Please be aware that in cases where applicants are unable to submit the materials in person and need to delegate someone else, it is essential to provide a signed authorization letter from the applicant.

3.Full Academic Transcript
Applicants can request their transcript from the Office of Academic Affairs, NTU. Master's students need to provide their undergraduate transcript, and Ph.D. students need to provide their master's transcript.

Applicants can request a certificate of rankings from the Office of Academic Affairs, NTU. Master's students need to provide their undergraduate ranking, and Ph.D. students need to provide their master's ranking.

6.Study Plan
This should include a course plan, research plan, and thesis progress during the applicant's study at the partner institution. Please provide one copy in the language required by each institution and one copy in Chinese. The word limit is 5,000 Chinese characters, 8,000 Japanese characters, or 2,500 English words.

7.Language Certificate
Please provide an official language proficiency certificate or an official exam score report from a recognized institution. If applicants are unable to provide the certificate during the application period, please submit a handwritten declaration, signed by the applicant, stating that an official language proficiency certificate will be provided before the oral examination.

8.Application fee
NT$500 in cash, to be paid along with your application materials.

9.Administrative Fee
NT$2,000 in cash, to be paid after obtaining formal nomination from NTU College of Law.

Please be advised that applicants are required to print the aforementioned documents on A4 paper, arrange them in the specified order, and secure them with staples. Please refrain from adding a cover or any binding. Incomplete or belated submissions of written materials will not be accepted. Once the application process is concluded, applicants will not be able to request the return or refund of their documents.

Step 2: Oral Examination

Once the application materials have been reviewed and approved, a thesis defense committee consisting of three full-time faculty members from NTU College of Law will be established, and the defense will be scheduled for a specific date. The top candidate will be recommended following a thorough assessment of both application materials and oral performance. Individual results will be communicated to applicants within one week after the oral examination.

Kindly be aware that notifications regarding the oral examination date and the results will be sent via NTU email. No phone calls will be made.

Step 3: Partner University Application

After successfully completing the written review and oral defense, students will be nominated by NTU College of Law to participate in the dual-degree program with partner universities. An administrative fee of NT$2,000 in cash is required, to be paid after receiving formal nomination from our institution.

Nominated students will receive support from NTU College of Law to fulfill the admission requirements specified by the partner universities. Depending on the regulations of the respective partner institutions, nominated students may undergo additional assessments, such as written or oral examinations.

Who Can Apply?

Overseas students who are currently enrolled and have at least studied for two semesters can study at NTU through this program if your home university has signed a Co-implementation of the International Dual Degree Programs Agreement with NTU College of Law.

Admission Requirements

Ph. D degree is offered to students holding a master degree in law. Application requirements are the same as in the LL.M. program. Additionally, applicants should hand in their master thesis with an abstract. PLEASE NOTE: the proposal and language ability is given greater importance in the Ph. D application.

Graduation Requirements

A:Thesis Supervisor Application Requirements
1. Students should register their thesis supervisor and the thesis title before the end of the second month in the second school year. Students can only register for the degree examination at least one year after they have actually registered the thesis supervisor.
2. Students’ thesis supervisors should be professors of NTU Law School, and the thesis title should be the supervisor’s specialized or related area. 
3. Students who wish to engage adjunct professors as the thesis supervisor should at the same time engage full-time professors to joint instruct as well. In rare cases when engaging an adjunct professor to instruct alone is necessary; the student should submit application form beforehand and state the reason. The application must be passed by the course committee.

B:Credits requirement
Students are required to obtain 18 credits towards their graduation. The credits can be from D code (exclusively for doctoral students), M code (for graduate students), or U code (shared by graduate students and senior undergraduates). PLEASE NOTE: credits of other Undergraduate Admission courses aside from the U code, second foreign language courses, or selected readings of foreign language jurisprudence will not count towards graduation.

C: Academic Subject Examination
1. Students should apply for an academic subject exam before the week of mid-term exam every semester.
2. Students should attach an application and a transcript of academic records.

3. Thesis supervisor should assign two LL.M. degree courses given by NTU Law School as examination subjects.

D: Ph. D Candidacy
Before the semester of their graduation and oral defense of their dissertation, students must apply to be a doctoral candidate by submitting the following documentation:

(1) Transcript of academic records (with the required 18 credits finished)

(2) Copy of supervisor application form

(3) Certification of having passed the written exam

(4) Lists of published essays and copies of them. The list must consist of at least 2 essays, which must be published in a journal with peer review or academic seminar.

(5) Certification of attendance at dissertation seminar in NTU Law School

(6) Certification of attendance of at least 10 academic activities held by NTU Law School.

(7) Evaluation of the applicant’s plan on dissertation by the supervisor

F: Research Plan of Dissertation
Additionally, within the same semester students must file their research plan of dissertation for a review. They will also have to hand in certification of having published at least 2 essays in a peer reviewed journal, as well as certification of having substantially assisted teaching.
1. Students should file their research plan of dissertation for a review one semester before their degree examination. 
2. After NTU Law School received research plan of dissertation, the thesis supervisor should invite two teachers in the area of relevant expertise, inside and outside of NTU Law School each, to review the research plan of dissertation.
3. Ph. D candidates should write their dissertations in accordance with the opinion of the steering committee.

G: Submission of Dissertation Draft
Before Ph. D students start writing their dissertations, they should note that NTU Law School accepts dissertations written in foreign language, subject to the approval of the Course Committee. An abstract written in Chinese should be submitted together with the dissertation on the oral defense if the dissertation is written in foreign language. 
Before the semester that students plan to graduate, Ph. D candidates must select “Dissertation (Ph. D.)” in the NTU Course selection system. PLEASE NOTE: students are required to study for at least four semesters in order to receive a doctoral degree, which means the oral defense can only take place after the fourth semester of the study. 
1. Since 2005 academic year, applicant will also have to hand in two copies of the first draft of the dissertation approved by the supervisor, together with the electronic file of an 5000 word abstract within five days once the semester starts.
2. A committee will be gathered to review the dissertation and the abstract, and decide whether the Ph. D candidate is entitled to defend his/her dissertation. If the committee decides not to grant the qualification, the candidate has one chance to revise the dissertation draft in three months and hand it in for revision again. If he/she still fails to pass the review for the second time, he/she won’t have another chance in the same semester, and will have to wait until the following semester.
3. The choice of persons of committee members for students enrolled before 2005 academic year will be suggested by NTU Law School course committee and engaged by chairman.

H: Seminar and Oral Defense (Viva voce) of Dissertation
1. Application

(1) Before November 30th for the first term; before April 30th for the second term

(2) Please go to myNTU website to enroll in the “Online Application System for the Oral Thesis/ Dissertation Defense” (https://gra103.aca.ntu.edu.tw/degree/), print the application form and have it signed by the instructor then hand it to the office of NTU College of Law with your academic transcript.
2. Thesis Seminar

(1) Before the oral defense, the Ph. D candidate must host a dissertation seminar, in which his/her dissertation is openly discussed and given advice. The minutes of the seminar will be a requirement of graduation. The thesis seminar must be before December 15th for the first term; before May 15th for the second term.

(2)Students should announce the thesis seminar 2 weeks before the seminar takes place, and must hand in the Minutes of thesis seminar afterward. The minutes have to be at least one-page long and signed by more than 7 participants.)
3. A Ph. D candidate must discuss with his/her supervisor the composition of the examining committee. The examination committee has to be composed of five to seven examiners, including the dissertation supervisor. The list of members must be submitted to Office of College of Law and examined by the College within a month after the semester starts. (The thesis seminar must be before December 15th for the first term; before May 15th for the second term.)
4. Students should take the letter of appointment and invitation from the office of NTU College of Law, and hand them to the defense committee together with the oral defense version dissertation a week before the oral defense.
5. The defense should be before January 31st for the first term and before July 31st for the second term. On the day of oral defense, there should be an appointed person to collect the receipt, the oral defense fee for the oral defense committee, and the school transcript from the office of College of Law. Students should prepare the Doctoral Dissertation and Oral Defense Qualification Letter themselves.
6. If the defense cannot be held on time within the regulated examination time, please revoke the defense. The revoke should be taken place before January 31st for the first term, and before July 31st for the second term. PLEASE NOTE: A Ph. D student has to pass the oral defense within two attempts. And if he/she applies online but the oral defense doesn’t take place in the end of the day, it will be considered as failing one chance. Therefore, if Ph. D candidate cannot hold his/her oral defense, he/she must file an application to cancel the defense before the end of the semester. This point is extremely important because if a Ph. D candidate fails both of the chances, he/she will be disqualified from pursuing the degree.
7. Students who passed the oral defense but wish not to graduate in the term should complete the application form signed by the thesis instructor, and hand it to the office of NTU College of Law.

The application time is from the beginning of classes to January 31ST for the first term, and from the beginning of classes to July 31stfor the second term.

In this situation, please do not hand the thesis to the library nor upload the thesis file online.
8. Handing in the Thesis and Graduation Procedures
(1)If the Ph. D candidate successfully passes the oral examination, he/she will have to upload the dissertation onto the library website and hand in paper copies of the dissertation before the designated date. After all the procedures and formalities are done, students can go and receive the graduation certificate from the Office of Academic Affairs.
(2) Ph. D candidate who passed the degree examination could receive the tassel turning on the stage in the graduation ceremony held by NTU in the second semester of the graduating year. Please mind the notification from NTU Law College administration office. (The graduation ceremony date can be different from year. Please mind the e-mail sent from NTU Law College administration office.)

LL.M. is a research intensive degree for individuals with prior legal knowledge in law related studies. The goal of this program is to enable students to undertake a major research project to broaden their legal horizons.

Admission Requirements:

As an affiliated institution to NTU, College of Law follows the university-wide policy every year on admission requirements, which are regularly issued and updated by our Office of International Affairs.

Chinese Proficiency:

The LL.M. program is competitive and requires Chinese fluency. Although there are English conducted courses available, most of the courses are conducted in Chinese (Mandarin). Thus, applicants considering our LL.M. degree should be aware that they will be required to take a Chinese performance assessment exam.

Graduation Requirements:

According to NTU Regulations, students are required to complete their LL.M degree within 4 years. LL.M. degree can be completed within 2 years, with first year devoted to coursework and second year devoted to thesis writing.

A: Thesis advisor Application Requirements

 Thesis advisors of graduate students are full-time faculty members at this university. In certain cases, with approval from the department chair, students can be supervised by a part-time faculty member.

1. Students enrolled after 2007 academic year should register the thesis advisor and the thesis title before the end of the first semester in the second school year. Students who do not meet the requirement can only register for the degree examination one year after they have actually registered the thesis advisor.

2. Students who wish to engage adjunct professors as the thesis advisor should also engage full-time professors to co-advise simultaneously. In rare cases when engaging adjunct professor to advise alone is necessary, the student should submit application form beforehand and state the reason. The application must be approved by the course committee.

B: Credits Requirement

1. National Taiwan University has 2 semesters in each school year: fall and spring semester. Students enrolled in the LL.M. program should take at least 4 credits in each semester in their first school year.

2. Students are required to obtain at least 24 credits toward their graduation. The credits can be obtained from U code courses (shared by senior undergraduates and master students) and M code courses (opened to graduate students only) with a final grade no less than B-. PLEASE NOTE that except “U code courses,” credits of other Undergraduate Admission courses, second foreign language courses, or selected readings of foreign language jurisprudence will not be accounted for graduation credits.

3. Students enrolled after the 2011 academic year must complete at least 24 credits of coursework, which is about 12 courses. The 24 credits must include at least 16 credits of M code courses.

However, for students enrolled after the 2017 academic year, M code courses are not including NTU Open Courses, Distance Learning Courses, Courses in University Alliance.

4. Students can gain a maximum of 4 credits from the same course or from  the same professors, but a maximum of 8 credits by the students' thesis advisors.

5. Students can only gain a maximum of 6 credits from courses from other departments. However, if the courses from other departments are related to the students' thesis topic and are approved by the student's thesis advisor, the credits maximum can be 8 credits instead of 6 credits.

6. Students are required to obtain at least 20 credits from U/M code courses of college of Law NTU with a final grade no less than B-.

C: LL.M. Thesis

1. Application

(2) The prove of Academic Presentation of Research Center (*When applying for a degree examination, students in the master's program should also submit the prove of academic presentation organized by the centers, research centers of the College of Law or other units, or the journals that have the review mechanism to publish at least one paper. The academic presentation held in public places outside the school will also be counted if they are approved by the dean or the guidance professor.)

4. Handing in the Thesis and Graduation Procedures

The students' thesis advisors should submit the list of examining committee members of oral defense (three to five persons) 2 weeks before the oral defense takes place.

Students who successfully pass the oral defense will have to upload their thesis onto the library website and hand in paper copies of the thesis before the designated date. After all the procedures and formalities are done, students can receive the graduation certificate from the Office of Academic Affairs.
