Survival Guide

Work Permit

International students who would like to do part-time jobs or internships in Taiwan (either on or off campus) are required to have a valid work permit before starting work. Please note that if you hold a job without a work permit, you may be fined from NTD 30,000 to NTD 150,000 and expelled from Taiwan immediately. The maximum working time for students is 20 hours per week, except during summer and winter vacation.

The maximum validity period of a work permit is six months. For applications made in the fall semester, the work permit will be expire on March 31th of following year at the latest. For applications made in the spring semester, the work permit will expire on September 30th of the same year at the latest.

Work Permit Application Process

  1. For first time applicants, please refer to the manual above and create an account on the application system first.
  2. Please select "foreign students - 4 year universities," "foreign students - Master," or "foreign students - Doctor" for the "Identity" column.
  3. Please fill in full department name in Chinese for the "Faculty" column (please refer to your department website or your student ID card). 
  4. After you have submitted the online application, please inform the administrative staff at your department to complete the application review. Your application will be submitted to OIA only after it has been approved by your department.
  5. Upload the required documents under the appropriate file name. The required documents are:
    • Photocopy of student ID card (front and back)
    • Photocopy of passport
    • Photocopy of the ARC (front and back)
    • Post Office Work Permit Application fee (TWD 100)  Payment Receipt (please upload this under "Others")
    • Certificate of Enrollment 
    • Note: For “Photocopy of student ID card” file, please upload a photocopy of your student ID card together with a current “Certificate of Enrollment”.
  6. OIA will inform you by email when we receive your work permit from the Workforce Development Agency.
  7. You can only apply for reissuance of a work permit if the original permit is lost.

 

Other Regulations

  1. The maximum work hours are 20 hours per week for students with a work permit, except during summer and winter vacation.
  2. According to Employment Services Act,  you may be fined from NTD 30,000 to NTD 150,000 and expelled from Taiwan immediately if you hold a job without a valid work permit.
  3. According to the "Regulations on the Permission and Administration of the Employment of Foreign Workers," you can only apply for a student work permit if you are enrolled as a degree student in an university or have taken a one-year language course in Taiwan.

For applications made in the spring semester, the work permit will expire on September 30th of the same year at the latest.
  5. If you would like to receive the work permit in person, please fill in the declaration form and submit the form at the designated counter of the Workforce Development Agency. You have to submit the payment receipt at the counter by the appointed deadline to receive the work permit. The Workforce Development Agency will send the permit by mail if you did not pick up the work permit before the deadline.

About

The College of Law's Summer Program provides three weeks of intensive and substantial courses about international economic & financial law and practice. It is an excellent opportunity for students to familiarize themselves with theoretical and practical knowledge about international trade laws, economic laws, capital market laws, and financial and FinTech laws as well as related lawyering experience.

Combination of law and finance

Our top-notch instructors, along with the high academic quality of our courses, allow you to learn how laws regulate money, banking, investment, and crypto-asset.

Law and Money (3 NTU short-term program credits)

This program consists of four sections: (1) Law, Banking, and FinTech; (2) Law and Investment; (3) Law and Anti-Money Laundering and Counter-Terrorist Finance; and (4) Exploring the Legal Practice in Taiwan. Students will study intensively for 4-6 hours per day to complete these 4 sections throughout the 3-Week program.

*Upon successfully completing the program, participants will receive an academic transcript with 3 NTU short-term program credits. If they wish to have their credits approved, they should consult their home institutions and credit advisors in advance.

Exploring legal practice in Taiwan

This program will arrange field visits to acquaint students with the legal practice in Taiwan. Candidates include the Judicial Yuan (the highest judicial body and constitutional court in Taiwan), courts, leading law firms, financial infrastructures (e.g., stock exchange or clearinghouse), and/or financial institutions.

Shuttle Buses

If you would like to go to the College of Medicine or Academia Sinica, the school shuttle bus is at your service. You can get a free ride simply by showing your student ID to the bus driver. Please go to the website of the Office of General Affairs to download the latest version of the NTU Campus Shuttle Bus Schedule.

 

YouBike

Ubike or Youbike is an efficient bike rental program offered by the Taipei City Department of Transportation and Giant Bikes. Generally, you will be able to find a Youbike station at every MRT station and next to every department on campus. To rent a Youbike you will need a registered (online or at the kiosk) EasyCard (your student card works as one) and a local mobile number. 

There are two Ubike systems: 1.0 and 2.0. Both can be found on the NTU campus. The Ubike 2.0 system additionally allows you to rent by using a smartphone. To find the closest Ubike station you can search Ubike 1.0 or 2.0 in Google maps. Or use the Ubike Apps that can be downloaded on Android and iOS (only in Chinese).

Personal Bike

At NTU, almost everyone has a bike to quickly travel between classrooms within our large campus, and is one of the most convenient ways to commute among students. 

Where and how to get a bike?

There are used bike auctions from time to time at the Shui Yuan bicycle towing area for NTU students, staff, and faculty members. The price will not be more than NTD 1,200 for each and the price depends on the condition. For more information please refer to the “used bike auction section” of the Bicycle Parking Management System. 

Bicycle Parking Permit

Every bicycle parked on the campus needs a parking permit. A bicycle without a parking permit can be towed away. After 2 months, the unclaimed bicycles will be disposed.

Bicycle towing and claiming

Your bike will be towed away if you do not park it properly. If your bike was towed go to the Bicycle Parking Management System to search for your bike, and go to the Shui Yuan bicycle towing area to claim your bike.

Off-campus Transportation

MRT

The Taipei MRT ( Mass Rapid Transit) is a modern transportation system connecting different regions of the city and its vicinities. Currently, there are ten metro lines in the MRT system. 

NTU is located close to the Gongguan MRT station on the Songshan-Xindian (Green) line and the Technology Building MRT station on the Wenhu (Brown) Line. Students can take the MRT to travel to other parts of the city. To pay for your travel fare you can use your NTU Student ID Card that functions as an EasyCard. You can add value directly to your NTU Student ID Card at all MRT stations and convenience stores.

Downtown Buses

Taipei public transportation also includes frequent and punctual public buses. You can pay for the bus fares also by using your student ID that works as an Easycard.

College of Law

College of Law is located next to the XinHai Gate at the north point of the NTU campus in Taipei City. There are two law buildings-Tsai Lecture Hall (Building 1) and Wan Tsai Research Hall (Building 2).

You may arrive the Law buildings either by MRT or bus.

By MRT

By MRT, you may take Wenhu Line (Brown Line) to Technology Building Station and take a 10-minute walk along FuXing S. Road to FuXing-XinHai intersection, where the XinHai Gate is. The Tsai Lecture Hall will be on the left hand side of the Gate.

Or you may take Songshan-Xindian Line (Green Line) to GongGuan Station and take a 15-minute walk across the campus.

By Bus

You can also arrive College of Law by buses at Youth Activity Center, HePing Senior High School, Fuxing South Road Intersection, and Gongguan Station.

This program is designed for students who wish to become legal researchers as well as those who desire to make use of the results of technical research in their work, including lawyers, business legal staff, and civil servants. It provides students with the training, skills, and methodology needed to conduct research in law.

 

Academic Requirements

Please note that according to NTU Regulations, Ph.D. students are required to complete their degree within 7 years.

 

A: Dissertation Supervisor Application Requirements

Students should submit their choice of dissertation supervisor and the topic of the dissertation to the office before the end of the second month in the second academic year, and they can only apply for the degree examination at least one year after they have actually submitted the dissertation supervisor.

  1. The supervisors should be professors of our college, andthe topic of the dissertation should be the supervisor’s specialized or related area.
  2. Students who wish to engage adjunct professors as the dissertation supervisor should at the same time engage full-time professors to joint instruct as well.

 B: Credits Requirements

  1. Students are required to obtain at least 18 credits towards their graduation.
  2. The credits can ONLY be obtained from courses with M code (for graduate students), or U code (shared by graduate students and senior undergraduates). Those of other undergraduate courses without U code, second foreign language courses, selected readings of foreign language jurisprudence and dissertation writing will NOT be counted towards graduation.
    ※Please note that "U courses" can only be recognized up to 6 credits.
  3. Credits from courses offered by other colleges can be accepted with a maximum of 4 credits, and must be approved by the supervisor and closely related to the content of the dissertation proposed.

 C: Academic Subject Examination

  1. Application deadline: before the mid-term week of every semester.
  2. Students should attach an application form and a transcript of academic records.
  3. Dissertation supervisor should assign two LL.M. degree courses given by our college as examination subjects.

D: Ph.D. Candidacy

At least one semester before the application of oral defense, students must apply to be doctoral candidates by submitting the following documents:

  1. Transcript of academic records (with the required 18 credits finished)
  2. Copy of supervisor application form
  3. Certification of passing the academic subject exam
  4. List of published essays and copies of them. The list must consist of 
    a) at least 2 essays published in a journal with peer review, or
    b) at least 1 essay published in a journal with peer review and 1 essay in academic seminar
  5. Certification of attendance at dissertation seminar in our college
  6. Certification of attendance of at least 10 academic activities held by our college 
  7. Evaluation of the applicant’s plan on dissertation by the supervisor

 


E: Dissertation Proposal

  1. Students should submit their dissertation proposal for a review at the semester before the oral defense. Please note that the following documents should be attached while applying for the review:
    a) Certification of at least 2 essays published in a journal with peer review, and 
    b) Certification of substantial assistance in teaching or academic research
  2. After our office receives the proposal, the dissertation supervisor shall invite two faculty members—one faculty member in our college and one non-NTU-affiliated faculty member—with complementary and relevant expertise to form a Steering Committee and review the dissertation proposal.
  3. Ph.D. candidates should write their dissertation drafts in accordance with the opinion of the Steering Committee.

 F: Submission of Dissertation Draft

Before the semester that students plan to graduate, Ph.D. candidates must select “Dissertation (Ph.D.)” in the NTU Course selection system.

Please note that students are required to study for at least four semesters in order to receive a doctoral degree, which means the oral defense can only take place after the fourth semester of the study.

  1. Dissertations written in a foreign language would be accepted, subject to the approval of the Course Committee. An abstract written in Chinese should be submitted together with the dissertation on the oral defense if the dissertation is written in a foreign language.
  2. Ph.D. candidates should submit the following documents to the office within five days after the semester starts:
    a) Two copies of the dissertation draft approved by the supervisor, and
    b) The electronic file of an 5000 word abstract
  3. A committee will be gathered to review the dissertation and the abstract, and to decide whether the Ph.D. candidate is entitled to defend his/her dissertation. If the committee decides not to grant the qualification, the candidate has one chance to revise the dissertation draft in three months and hand it in for review again. If he/she still fails to pass the review, then he/she will have to wait until the following semester.

G: Seminar and Oral Defense of Dissertation

  1. Application
    1. Deadline:
      Fall semester: November 30
      Spring semester: April 30
    2. Please go to myNTU website to enroll in the “Online Application System for the Oral Thesis/ Dissertation Defense”, print out the application form and have it signed by the supervisor, and then hand it to the office with your academic transcript.

  2. Dissertation Seminar
    Before the oral defense, the Ph.D. candidate must host a dissertation seminar, in which the dissertation is discussed and given advice openly. The minutes of the seminar will be a requirement of graduation.

    1. Deadline:
      Fall semester: December 15
      Spring semester: May 15

    2. Students should announce the dissertation seminar 2 weeks before the seminar takes place, and must submit the minutes and the QA record of their seminar afterwards. Please note that the minutes have to be signed by more than 7 participants, and the QA record must be at least one-page long.

  3. Nomination of Oral Defense Committee
    Ph.D. candidates must discuss the composition of the Oral Defense Committee with the supervisors. The nomination list must be submitted to office and will be examined by our college.
    1. Deadline:
      Fall semester: December 15
      Spring semester: May 15
    2. The committee has to be composed of five to seven examiners, including the dissertation supervisor. 

  4. Oral Defense of Dissertation
    1. Deadline:
      Fall semester: January 31
      Spring semester: July 31

    2. Please have the Invitation stamped by the office, take the Official Letter of Appointment, and hand them to the Oral Defense Committee together with the oral defense version thesis two weeks before the oral defense.
    3. On the day of the oral defense, please arrange one person to collect the receipt, the payment for the Committee, the transcript, and the dissertation revision confirmation form from the office. The Acceptance Certificate shall be prepared by students themselves.

  5. Revocation of the Oral Defense
    If the defense cannot be held within the regulated time, please revoke the defense. 
    1. Deadline:
      Fall semester: January 31
      Spring semester: July 31
    2. Please note that the student has to pass the oral defense within two attempts, or he/she will be disqualified from pursuing the degree. If the student applies online and does not revoke it, but the oral defense does not take place in that day, it will be considered as failing one chance.

H: After the Oral Defense of Dissertation

  1. Graduation Procedures
    1. Students who successfully passed the oral defense should complete the following graduation procedures before the designated date:
      1. Upload the dissertation to the library website 
      2. Hand in three copies in print (1 hardcover and 2 paperbacks) to the library 
      3. Return the keys of research chamber and dorm
    2. After all the procedures are done, students could take the certificate of degree from the Office of Academic Affairs. In the graduation ceremony in the second semester of the year of graduation, students could also receive the tassel turning.
      (The graduation ceremony date each year might be different, please mind the email sent from the office.)

  2. Graduation Postponement Application
    Students who passed the oral defense but wish not to graduate in the semester should complete the application form, have it signed by the supervisor, and hand it to the office. 
    1. Deadline:
      Fall semester: January 31
      Spring semester: July 31
    2. In this situation, please DO NOT hand the dissertation to the library nor upload the dissertation file online.

Master of Laws (LL.M.)

LL.M. is a research intensive degree for individuals with prior legal knowledge in law related studies. The goal of this program is to enable students to undertake a major research project to broaden their legal horizons.

  

Academic Requirements

Generally, it takes 3 years for most of the students to complete their LL.M. degrees. However, it can also be completed within 2 years, with first year devoted to coursework and second year devoted to thesis writing. 

※Please note that according to NTU Regulations, LL.M. students are required to complete their degree within 4 years.


A: Thesis Supervisor Application Requirements

Students should submit their choice of thesis supervisor to the office one semester before they apply for the degree examination.

  1. The supervisors should be professors of our college, and the topic of the thesis should be the supervisor’s specialized or related area.
  2. Students who wish to engage adjunct professors as the thesis supervisor should at the same time engage full-time professors to joint instruct as well.

B: Credits Requirements

  1. LL.M. students should take at least 4 credits each semester in their first school year.
  2. LL.M. students are required to obtain at least 24 credits (from at least 12 courses) with a final grade no less than B- toward their graduation. The credits can ONLY be obtained from courses with M code (for graduate students), or U code (shared by graduate students and senior undergraduates). Those of other undergraduate courses without U code, second foreign language courses, selected readings of foreign language jurisprudence and thesis writing will NOT be counted towards graduation. 
  3. Among the 24 credits, there must be at least 16 credits from M code courses. 
    ※Please note that M code courses are not including NTU Open Courses, Courses from AWEC, Distance Learning Courses, and Courses in University Alliance.
  4. Credits from courses offered by other colleges can be accepted with a maximum of 6 credits. However, if the courses are related to the students' thesis topic and are approved by the thesis supervisor, the credits can be accepted with a maximum of 8. 
  5. Students can only gain a maximum of 4 credits from the same course offered by the same professor, but in the case that the professor is the student's thesis supervisor, the credits can be accepted with a maximum of 8.

C:  Academic Presentation of Research Center

When applying for a degree examination, LL.M. students should also submit the proof of academic presentation.

  1. The academic presentation can be organized by the centers of our college or be held by the students themselves. The academic presentation held in public places outside the school will also be counted if they are approved by the supervisor.
  2. Students who hold the presentation themselves should submit the minutes and the QA record of their presentation. Please note that the minutes have to be signed by more than 7 participants, and the QA record must be at least one-page long.
  3. Instead of the academic presentation, students can also provide the proof of publishing at least 1 essay in journals with peer review mechanism. 

 

D: Degree Examination

  1. Application
    1. Deadline:
      Fall semester: November 30
      Spring semester: April 30
    2. Please go to myNTU website to enroll in the “Online Application System for the Oral Thesis/ Dissertation Defense”, print out the application form and have it signed by the supervisor, and then hand it to the office with your academic transcript.

  2. Thesis Seminar
    Before the oral defense, the LL.M. students must host a thesis seminar, in which the thesis is discussed and given advice openly. The minutes of the seminar will be a requirement of graduation. 
    1. Deadline:
      Fall semester: December 15
      Spring semester: May 15
    2. Students should announce the thesis seminar 2 weeks before the seminar takes place, and must submit the minutes and the QA record of their seminar afterwards. Please note that the minutes have to be signed by more than 7 participants, and the QA record must be at least one-page long.

  3. Nomination of Oral Defense Committee
    Students should discuss the composition of the Oral Defense Committee with the supervisors. The nomination list must be signed by the supervisors and submitted to the office.
    1. Deadline: 2 weeks before the oral defense 
    2. The committee has to be composed of three to five examiners, including the thesis supervisor. 

  4. Oral Defense of Thesis
    1. Deadline:
      Fall semester: January 31
      Spring semester: July 31
    2. Please have the Invitation stamped by the office, take the Official Letter of Appointment, and hand them to the Oral Defense Committee together with the oral defense version thesis two weeks before the oral defense.
    3. On the day of the oral defense, please arrange one person to collect the receipt, the payment for the Committee, the transcript, and the thesis revision confirmation form from the office. The Acceptance Certificate shall be prepared by students themselves.
    4. Theses written in a foreign language would be accepted, subject to the approval of the Course Committee. An abstract written in Chinese should be submitted together with the thesis on the oral defense if the thesis is written in a foreign language.

  5. Revocation of the Oral Defense
    If the defense can not be held within the regulated time, please revoke the defense. 
    1. Deadline:
      Fall semester: January 31
      Spring semester: July 31
    2. Please note that the student has to pass the oral defense within two attempts, or he/she will be disqualified from pursuing the degree. If the student applies online and does not revoke it, but the oral defense does not take place in that day, it will be considered as failing one chance.

E: After the Oral Defense of Thesis

  1. Graduation Procedures
    1. Students who successfully passed the oral defense should complete the following graduation procedures before the designated date:
      1. Upload the thesis onto the library website 
      2. Hand in three copies in print (either in hardcover or paperbacks) to the library 
      3. Return the keys of research chamber and dorm
      4. Hand in the required documents to the office
        1. Proof of Academic Presentation 
        2. Minutes and QA record of the thesis seminar
        3. Certification of attendance of at least 6 academic activities held by our college 
        4. Thesis Revision Confirmation Form
        5. QA records of the oral defense
        6. Statement of Academic Ethics and Originality Comparison
    2. After all the procedures are done, students could take the certificate of degree from the Office of Academic Affairs. In the graduation ceremony in the second semester of the year of graduation, students could also receive the tassel turning.
      (The graduation ceremony date each year might be different, please mind the email sent from the office.)

  2. Graduation Postponement Application
    Students who passed the oral defense but wish not to graduate in the semester should complete the application form, have it signed by the supervisor, and hand it to the office. 
    1. Deadline:
      Fall semester: January 31
      Spring semester: July 31
    2. In this situation, please DO NOT hand the thesis to the library nor upload the thesis file online.
    3. Please note that in the expected graduation semester, students should visit “Online Application System for the Oral Thesis/ Dissertation Defense” again, and click “Application Form for those who passed the thesis/dissertation defense” to apply for starting the graduation procedures.

B: General Required Core Courses of NTU

  1. Freshman international students DO NOT need to register for College Chinese or Freshman English via the online course selection system. You will be automatically registered after the Chinese and English Proficiency Test. Please note that you will be able to take "College Chinese" or "Freshman English",  which are credits required to graduate, only if you take the proficiency exams.
  2. Students who meet one of the requirements set can apply for waiving "Freshman English" and "Online English Program (Advanced English) ". Please check carefully the deadline for application, and only Freshman could apply for waiving Freshman English before their first semester in NTU.
  3. Students should take "Service Learning" for two semester. There is no limitation on their course title, which means it can be aa, bb, or ab.
  4. Physical Education courses (including Physical Fitness & Physical Activity and Exercise, 4 credits in total) DO NOT count towards graduation credits.

C: Liberal Education Courses

  1. Liberal Education courses consist of eight core areas (A1~A8). There is no limitation on core areas for international students; however, Overseas Chinese students should follow the regulation for local students.
  2. The departmental courses approved and publicized by the Center for General Education can be counted towards the Liberal Education requirement (with a "*" signal next to their area codes on the NTU Online Course). Nevertheless, if the course is provided by our department or is the "Courses Required by the Department of Law", , it is forbidden to be counted towards fulfillment of the student’s Liberal Education requirement.
  3. An excess of Liberal Education courses credits (without the "*" signal next to their area codes) DO NOT count towards graduation credits.

D: Elective Courses 

  1. Credits earned from the courses provided by our department whose Curriculum Identity Number start with "A01" or "A21" and the following courses provided by other departmentswill be regarded as "Elective Courses Required by the Department of Law" credit:
    1. Elementary Logic 
    2. Calculus
  2. There must be 2 credits earned from the course whose course title starts with "Seminar on..." among the 20 "Elective Courses Required by the Department of Law" credits.
  3. An excess of "Elective Courses Required by the Department of Law" credits (20 credits) will be counted as "General Elective Courses" credits.
  4. Credits earned from "Freshman Seminar" or "Freshman Forum" can be counted as "General Elective Courses" credits.
  5. Credits earned from retaking the course with the same "Course Title" or "Curriculum Identity Number" DO NOT count towards graduation credits. Neither do the credits earned from the Constitution course offered by other departments.

E: Withdrawal

  1. If students want to withdraw from one specific course, please pay close attention to the deadline set by NTU and apply within it. Under special circumstances, the deadline can be extended to the day before the exam starts, but supporting document is needed in this case. 
  2. According to the regulation of our department, if students want to withdraw from more than one course, there should be reasonable grounds and supporting document is also needed. Only after students get the approval from the administration staff of our department can they withdraw the second course.
