As a research institution, the ACWH considers the Protocol on Illicit Trade in Tobacco Products currently being negotiated and drafted by the Parties of the Framework Convention on Tobacco Control (FCTC) to be of great importance. Noting the significant progress in the discussions that have taken place in the Intergovernmental Negotiating Body on a protocol concerning the illicit trade in tobacco products in February 2008, the ACWH in its consecutive year, cooperates with the Bureau of Health Promotion of the Department of Health in Taiwan, established a taskforce to review and make comments and recommendations on the current negotiation document entitled “Drafting and Negotiation of a Protocol on Illicit Trade in Tobacco Products” (FCTC/COP/INB-IT/1/7). We sincerely hope that our constant and continuous efforts will be of help to facilitate the negotiation and to perfect the future protocol on illicit trade as well as other documents.

The ACWH specializes in international trade and international public health, placing substantial emphasis on current issues research. In 2007, in corporation with the Department of Health, the ACWH executes a research program regarding the matters elaborated in the second session of the Conference of the Parties (COP2) to the Framework Convention on Tobacco Control (FCTC). The research is conducted under the instruction of four leading scholars in relevant field of international public health and with the assistance of LL.M. students. This research program is effectively conducted at a level of high academic and professional standards, in the wish to contribute to and serve as a reference, comments and recommendations for the COP2 when addressing the FCTC issues relating to protection from exposure to tobacco smoke (Article 8), product regulation (Article 9), cross-border advertisement, promotion and sponsorship (Article 13), the elimination of illicit trade (Article 15), alternative crops (Article 17), as well as packaging and labeling of tobacco products (Article 11).
