| Dr. Chang-fa Lo  The Director of ACWH, Dr. Chang-fa Lo, Professor of Law of the NTU College of Law, is the most distinguished and authoritative scholar on international trade law and relating issues in academic circles in Taiwan. The fact that Professor Lo has been nominated as panelist for a dispute settlement case between the EC and Brazil (WT/DS332) demonstrates recognition of his accomplishments by the WTO. He was also an instructor in the Regional Trade Policy Course co-organized by the WTO and Hong Kong University in May 2005 and again in May 2006. In addition to the above merits, Professor Lo has fulfilled a large number of achievements in his roles as a scholar and a practitioner as well. With respect to his practical experience, he has held numerous advisory or member posts in commission of governmental agencies, for instance, an advisor to the International Trade Commission of the Ministry of Economic Affairs (MOEA) (2000-2002), an advisor to the Trade Promotion Committee of the Confederation of Trade Associations (2001-2004), a member of the Complaint Review Board for Public Procurements of Public Construction Commission (2001-present), a commissioner to the Fair Trade Commission (1998-2001), a commissioner to the International Trade Commission (1993-2000), and so on. It is worth noting that Professor Lo had also been contributed much to Taiwan by being an advisor both on the negotiations for GATT/WTO accession (1992-2001) and in dispute cases as a third party (2002). As a fervent scholar and teacher in international trade law and related topics, Professor Lo has a distinguished record in his academic work and research. He has been teaching the subjects of International Economic Law conducting seminar on International Trade Law, and Competition Law and Its International Aspects at NTU for more than 15 years, and has been invited as a visiting professor to Tokyo University Faculty of Law (2005, 2006), Duke University of School of Law for a summer program in Hong Kong (1996), and visiting scholar to Columbia University School of Law, U.S.A (1995-1996). Second, he has been director of a number of research projects on a range of trade and investment issues commissioned by governmental agencies. Professor Lo has published and edited at least 10 books in national and international academic circles. In consideration of these great accomplishments and his enthusiasm to the development of WTO law and education in the younger generation, the Ministry of Education of Taiwan appointed him as National Chair Professor from August 2001 to July 2004. This is the most prestigious honor for scholars in Taiwan. |
